Certification:- Is a third party license given for a Product, Service, System and persons after proving their conformance with the specified requirements. 

ECAE provides  System Certification services based on Mandatory and Voluntary Ethiopian Standards and International Standards.

It is an excellent tool to improve business ,processes (i.e. working methods, decision making procedures and responsibilities)and leadership in all organizations whatever their size. 

ECAE provides Quality Management System (ISO 9001:2008) which is accredited by DAAKS with 13 scopes

ECAE Cert's management is committed to ensure that the operations of all Management System Certification activities are undertaken in an impartial and unbiased manner. ECAE Cert Personnel, either internal or external or committees thereof, who could influence any certification process, are obliged to act impartially and shall not allow commercial, financial or other pressures such as familiarity or intimidation that would compromise their impartiality in any way.

ECAE Cert provides certification services in such a way that activities and relationships do not cause any possible conflict of interest. However, if any relationship creates a threat to impartiality, ECAE Cert documents and demonstrates how to eliminate such threats and the relevant information will be available for those concerned. The top management is committed and takes measures in order that if a relationship of a person or his employer that has involved in the certification activity with the organization to be audited is found to pose an unacceptable threat to impartiality and is to the extent to which impartiality could be compromised, then the certification body shall immediately cease the involvement of that particular person or his employer in any certification activity of the organization to be audited.

As a result of all the facts specified above, no management system consultancy/hazard analysis consultancy, Food Safety Management System (FSMS) consultancy will be provided by the ECAE. The Top Management of ECAE is committed to respect and support the independent operation of the ECAE Cert and if any relationship (internal or external) that poses an unacceptable threat to impartiality exists, then, certification service shall not be provided.

Complainants fill out the complaint application form, OF/CD/1. 41 and sign it. Similarly, appellants fill out the appeal application form, OF/CD/1. 44 and sign it.

All complaints/appeals which are related to the management system certification processes that do not include certification decisions, are received and registered on compliant /appeal registration logbook by the Quality Manager of the ECAE Cert. Appeals that relate to certification decisions are received and registered by the executive secretary of the certification body.

 All certification personnel including the Director, Certification, against whom the complaints have been reported shall evaluate/examine and provide timely response on the complaints. All initial appeals received by the ECAE Cert except those presented on certification decisions, are reviewed and decisions given by the Director, Certification. All appellants, except those who appealed on certification decision, can further appeal to the Director General's office if they are not satisfied with decisions given on their appeals at the level of the ECAE Cert. The Certification Committee shall review appeals presented on certification decisions. Decisions given by the Certification Committee on such appeals shall be final with further options for the appellant as addressed in the "Appeals on Certification Decisions Handling Procedure" OP/CD/2.5, process step 4. The procedure could be provided on request.

In all cases decisions shall be given on whether the compliant/appeal is valid or not and the outcome is communicated to the committee for safeguarding impartiality.

If the complaint/appeal is proved to be invalid, then the complainant shall be notified of the same in writing.

 

If on the other hand, the reviewed complaint/appeal is proved to be valid, then the relevant personnel or committee shall be appointed to study or investigate into the root cause of the complaint/appeal and rectify the problem within a specified time frame in accordance withthe corrective and preventive action procedure, OP/CD/1.7.

The Director, Certification, upon receipt of the corrective action report, will inform the complainant/appellant (by completing the forms OF/CD/1.19 or OF/CD/1.43) that the necessary corrective action has been taken and the complaint/appeal has been resolved. However, if the appellant is not satisfied with the decision given by the Certification Committee on the appeal, he/she will be advised to take the case to the attention of the Committee for safeguarding Impartiality (CSI). The CSI up on receipt of the outcome of the appeal from the ECAE Cert can play the role of a mediator to resolve the dispute created b/n the ECAE Cert and the appellant. If the dispute b/n the ECAE Cert and the appellant still remains to be unresolved, then the appellant reserves the right to further appeal to the court as per the relevant Ethiopian law.
